Limited OUPV No Longer Available for Fishing Guides

The National Maritime Center has finalized their policies related to limited OUPV licenses. They are now requiring the schools and applicants for limited OUPV to follow request the exact wording in 46 cfr . (g) which states

" Limited OUPV endorsements may be issued to applicants to be employed by organizations such as formal camps, yacht clubs, educational institutions, and marinas. An endorsement issued under this paragraph will be limited to the specific activity and the locality of the camp, yacht club, or marina."

Examples of a limited license would be an operator of a sight-seeing tour on amphibious "Duck" boats, cable ferry for a specific river crossing, or a launch tender for a specific resort.

Other items they are looking at include being in sight of land, 1,000 off shore and on a specific stretch of waterway such as mile marker 544.1 to 548.2 on the Mississippi River.

Chief of the Mariner Training Division told us "CAPT Christenson's and CAPT Stalfort's correspondence to you explain the proper use of the limited license. As CAPT Christenson noted, it is not for fishing guides.We have become aware that RECs have improperly used the limited license beyond the very narrow use prescribed in the CFR."
